There's Halo 3, Lego Star Wars, Kane & Lynch, and I think Army of Two also has it. Unfortunately, most 360 games that offer co-op only offer online co-op.

Xbox Live is blocking you from downloading the content. Even with family settings off or no settings at all. You're under 18 so you can't get M rated stuff. You'll either have to wait until you're older or make a new account that's over 18.
