The anytime upgrade only works once you have a lower level version of Windows 7 installed. Until that happens, it doesn't have what it needs to unlock with the key. You'll need to find and install a Windows 7 disc.

No. Adobe doesn't do free upgrades. They do provide discounted upgrade versions for owners of a prior version though. Photoshop CS *does* qualify for the cheaper upgrade version of CS4 at least.
