It's pretty natural for most of them. Keep in mind all dogs are individuals, though. You could try picking a puppy that is very interested in you and follows you, also ask the breeder which pups they think are most likely to be velcro dogs.

The original lump sounds like the bulbus glandis (the organ responsible for the tie). When males dogs are excited (neutered or not), it becomes visible. Not sure what the mew lump would be, I'd keep an eye on it.
