How do I punch holes into a shirt?

Hi everyone... so I'm looking toward making a design that incorporates similar stuff shown in this shirt design:

But I'm a little confused on how to do that... I want to string something, like a shoelace, through my shirt design, but I was wondering if anyone had any ideas on how I could actually go about punching holes, in a way that won't rip the shirt. Any ideas??? I thought about using a standard paper hole punch, and then putting Fray Check around the edges... but I'm not sure if this would be practical. Any help would be awesome!

    and is sold in hardware and automotive stores.

    The cutting is done against a wooden backing. The other choices are to pull the thread apart without breaking them and then sewing around the edge or putting metal grommets in the hole like on canvas tarps.
