I'm very split on this issue... If it is legalized the government should tax the hell out of it, that way less potheads, less drug cartels, and we won't be spending as much on the war on drugs.
Personally, I'd treat it about how we do alcohol. Legalize it, tax it, regulate its distribution, and make it illegal to do things like drive under the influence.
