How do I unrestrict user created content Xbox 360?

I just recently went to play Halo 3 with my friends in custom games and it said that I am restricted from playing user created content. I went to go to family setting and it said there were no kid accounts on the xbox. How can i unrestrict it since there are no child accounts?

The only book part I have is the warranty.
