There are numerous PDF to text (DOC, RTF, TXT, etc) converters but I don't know of a PDF to CBR converter. Try to copy/select the PDF & then paste it to your CBR program.
No. A PDF file has data in a particular format, and a CBR file has data in a different format. You can't just wave a magic wand and have the data miraculously change between them. What you can do is read all the data from one and write out a new file in the other format.
