Upgrade my GTX 460 SE graphics card?
My Computer specs:
GTX 460 SE gfx card
AMD Phenom II X6 1090T
8GB Ram
600w PSu
Asus M4A88TD-V EVO/USB3 motherboard
My budget? About...£550-£600?
Would I have to buy a new PSU to run a stronger graphics card too?

Forget PCI 3.0, there difference is tiny, it's only relevant at really high end GPU's. A new PCIe 3.0 card will still outperform a last gen 2.0 card in a 2.0 slot so it's the obvious choice.
Get a good GPU now and when you replace the entire thing just move the GPU over, saves money that way.
I'd personally get a GTX660TI, it's a worthy replacement and only takes up half of your budget, which could be used for a Socket 1150 motherboard and a new intel i5 4xxxk when they come out shortly.
I'd get the MSI GTX660TI TWINFROZR IV, and if you want to spend a little more get the exact same except the MSI GTX670 TWINFROZR IV.
Providing it's a good brand (XFX, Corsair, seasonic ect) you will not need a new one.
If it's a cheap PSU you need a new one. I'd get a Corsair 600w or above.
No, today's graphics cards are a lot less power hungry from the past years. So your PSU will handle a single card without any problems.
Where your going to run into problems is your PCIe 2.0 slot. Today's cards are PCIe 3.0, they will work in that slot but will not give you the performance of a PCIe 3.0 card your paying for.
If you plan to upgrade your MB this year I would then go with a PCIe 3.0 card. If not, personally I would stick to a PCIe 2.0 card then.
Most people upgrade their cards every 3 to 4 years to make the costs worth the price. 2013 is just around the corner and with it more new cards. I would wait to see what they come up with next year before buying a new card now.
