I want my brother to go to howl-o-scream at busch gardens in Tampa, FL. Do i need a busch gardens pass to get in and pay extra for howl-o-scream? or can i just pay for howl-o-scream without the pass?

You can just buy a ticket to the Howl-o-Screams event without having to have a pass or general admission ticket to the park. Event tickets permit you to enter the park as early as 5pm.
