i am very shy, and yes, to your question. It's not only "shy" guys but rather many of us that find it difficult to tell a girl they like them. even though the worst that can happen is that a girl can say "no, thanks," it takes a certain amount of confidence to really put yourself out there like that. i don't know of any worse personal rejection that rejection by another human.
trust me, if a typically shy guy tells you he likes you, he probably really likes you and it probably took a long time and a LOT of thinking before mustered up the courage to do what he did. even if you're remotely interested, i would give that man at least a chance.
