Basically he is trying to push the blame on someone else, he thought he would easily get congressional approval because he's pretty friendly with the Republican leadership... unfortunately for Obama and luckily for everyone else the Republican party has gone into revolt against it's leaders, and the democrats are starting to realize that's an option too. Obama can still attack without congress, but only for 60 days, and although there have been plenty of wars fought without approval there hasn't ever been a war fought with the disapproval of congress... should make for interesting times.
It looks better if he actually asks for Congress to approve a military attack rather than executive ordering yet another unconstitutional or failed policy himself. Also he can blame Congress if it goes bad or they vote him down then pontificate that Congress doesn't care about Syrians dying. Who knows, it could be just another distraction from the economy, Obamacare or anything else that's going on in the U.S. with any relevance.

Politics, my friend. I dont think he wants to go, and he knows the Republicans will oppose him regardless of what he wants. He now has 2 avenues of blame.
1.) House/Senate says no. Now Obama has escaped the corner he "talked himself into" with his drawing of red lines all over the ******* planet.
2.) House/Senate says yes. Now he has no responsibility for the potentially long-term repercussions because he deferred to Congress.
Because 0bama is a sick ******* who gets off on stabbing people in the back after they bail him out of his own mess. And, Congress is a bunch of leather-freak masochists who like it.
