How do I report a license plate number?

I was twerking in the street and got hit by a black SUV. I still have the plate number. Who do I tell? Can I sue them for the expenses of my surgeries?

    You were not supposed to ne in the street anyway doping that absolutely ridiculous dance so you were not paying attention

    without direct evidence it will be hard to prove who hit you.

    the best you can do is file a police report at your local police department
