You will need 8GB RAM and a graphics card for gaming. That processor will be able to pull you through. Windows 7 or 8 will run ok there. And you will be able to run BF4 once you get these specs.
No, not for the GT 640. Get a better processor for a slightly higher price, like the FX-6300.
It has better specs and is good for future proofing. There will also be no problem of bottlenecking.
Also, for more recent games 8 GB is being given out as recommended RAM.
And with an 8GB RAM, FX-6300, and a GT 640, you can easliy run BF4, at medium settings and at about 720p. For better results you must get a bigger GPU. The FX-6300 will tolerate a wide range of Graphic cards with no problem.

Personally, I would go with the AMD FX 6300 black edition.
Can you run BF 4? Maybe, but on a very low setting. I would upgrade the GPU if you want a good gaming system.
Also - If you are running a 64 Bit system, you are fine to upgrade memory to 8 GB. If you are running a 32 bit system, you are limited to 4 GB.
For gaming no its not a CPU you want to use and you need to change your GPU if you want to run BF4.
