Not always but the uni that I attended where I took my Masters strongly recommended taking a first degree (which I already had) for two reasons. First, it is excellent training in how to think and write about your subject in an academic fashion and also you begin to learn how to research effectively. Secondly these skills give you the confidence to really tackle your Masters program, which in turn results in obtaining a better grade than had you not done so.
It'll depend on where you are doing this study - but in my country, honours is not needed to start an honours. A good honours or a masters is needed to start a PhD
It depends where you study and what the specialism is. Work experience of an appropriate type, and a successful interview may be sufficient to get in without a prior honours degree.
Yes, in fact, most universities will even require at least a 2:1 honours degree, and it would have to be in a directly related field to the MSc or MRes you want to do, unless you have directly related experience since you got your first degree.

No its not...but a honours degree with a 2.1 a 2.2 or a 1 might be more preferable than a regular degree
