I don't think you should get either to be honest - you are comparing INCREDIBLY different animals. You don't seem to have clear knowledge of either and you used the word 'deserve' - animals do not need to 'earn' your company. Also, why do you 'need' an animal to play with? You are only thinking of your own needs. It infuriates me that you used those words. It does not promote responsible pet ownership.
A healthy parrot, depending on the species, can live from anywhere from about 5 years old to 80 years old. However, even budgies can reach the age of about 10 with good care. For whatever period of time they may live, though, they are high maintenance pets. They can bond very strongly to the owner and may become distressed without them. Many pet parrots end up being given away because of a huge range of reasons. The owner might not be able to care for them, it may be too costly in both time and resources, they may outlive the owner, the owner may move to a property that does not allow pets, the parrot could be too destructive, or in some cases, even very loving and responsible homes have had to get rid of parrots because neighbors have complained about the constant screeching.
Hamsters can also vary quite a lot. I assume you're only talking about the commonly kept hamster species, which would be Syrian hamsters, Chinese hamsters, and the dwarf species. (the Chinese hamster is NOT a dwarf) Unless you go to a good breeder/rescue, you will NOT be buying a tame hamster. Chances are, it'll be genetically unhealthy and many newbie hamster owners get bitten while trying to tame them. They don't live for long and finding them a suitable cage is difficult - cages in pet stores are usually unsuitable.
Both animals can make EXCELLENT pets for the right person, but you really don't sound like you should be keeping pets at all. Get a tamagotchi.
I think a hamster is a better pet. I've kept hamsters for years and they've all been really cute and tame, I have two parrots too but they are a huge commitment. They live for a very long time. My parents have had one of them since before I was born and I'm 15. The kind I have (cockatiels) only live to be 25 but there are some types that can live to be 80! Unless you can commit that amount of time to an animal I would suggest you just get a hamster. They only live to be 2 or 3.
Definitely a hamster. I would recommend a winter white female. Parrots live way too long, can be very noisy, are a lot of work and in my opinion, are not worth the time. Trust me, you wont regret getting a hamster.
