Do I need a content management system or wiki?

Hi there,

I wanted to host my own website that has articles grouped under folders. Where people can register and join me in adding content to the website. It will have a nice wysiwyg editor and simple so people can add content and expand the site. I think sites.google.com does this.

Does anyone know what I'm thinking of... is it a content management system or a wiki? or what exactly should I search for when I search for applications to do this?
