U.S. citizens traveling by air to Mexico in 2007 will need a passport to return to the United States. It usually takes six weeks for a passport application to be processed, but it can take longer, so you're better off applying well in advance. This new requirement is part of the U.S. Western Hemisphere Travel Initiative and comes into effect on January 8th, 2007. Those traveling to Mexico by land or sea can travel without a passport until 2008, but will need to present two forms of official identification, preferably a birth certificate and driver's license
At this time, we are processing routine applications in less than four weeks from the time of application. We are processing requests for expedited service in two weeks door-to-door*.

Yes... Right now it's taking about four weeks for regular service and 2 weeks for expedited service (meaning you get it quicker).
