How to turn a chord to a a power chord ?
I still wonder why, they have power chord ? and how to change a chord to a power chord? Are there any rules for this. Or just learn by heart all the power chords ?

That's right, power chords are just open fifths.
So just leave out the third.
The C major chord is C E G. Leave out E.
The G major chord is G B D. Leave out B.
And so on.
Another way is to learn the Circle of Fifths.

Each power chord consists of the chord name plus the next note clockwise.
The C power chord consists of C and G, the G power chord consists of G and D, and so on.
Power chords are pretty much just parallel fifths. When two notes stay a fifth apart.
What? Chord? No you can't.
And the word is cord.
