We recently caught a seahorse and it had about 500 babies. They all seem to be alive after the weekend, but about half of then are afloat. From experience, I know that floating fish isn't a good thing. Is there a way to keep them from floating to the surface?

It is not the floating that is bad, it is the fact that they are in a bad way that they float.
I'd suggest putting them back, otherwise you needlessly killed 500 animals in one go
And, yes, I think they are protected. Observe nature, don't collect it and certainly don't kill it.
They need sea grass or coral to hang on to with their tail. Only 5 in 1000 usually survive in the wild.
I think the babies need something to hang on to with their tails. Are they hanging on to each other? Or it could also be a problem with the condition of your water, I'm not sure. What kind of aquarium is it, and do you have any small plants for them?
Maybe your water has too much salt? I know that in the Dead Sea, people can float extremely easily due to the density of the water because of the large amount of salt in it.
Maybe the fish are too light and the water has some ingredient that increases density.
Get the water checked out. If you fill it with tap water, your tap water may have some density causing materials in it. use filtered water, if possible.
Sea horses are next to impossible to keep alive for long periods of time on an aquarium,
how dare you think it is your right to capture these animals and keep them!!!!!!!!!
many species are protected and many are rare. you have not only removed the parent but also the juveniles!

let nature do its thing, maybe those babies are meant to die.. =( just leave it.. and hope the others will survive
tie a wighet to it and leave it there but i dout it will work if the weight is not big enough.
