Am I eligible to transfer my Texas license?

I'm originally from nj im over back from Texas. I payed all tickets,surcharges an restoration fees in both states.

I checked the DPS website its states. You are eligible to drive if you have license in possession if not your eligible to apply for one at any DPS location... I have an outstanding non traffic citation for court cost from a state jail bid will I have an issue transferring license even though the website says you are eligible to drive .

    If this shows up on their computers when you apply for the license you are not getting the license.
