If you are doing a perm, a temporary colour can put it right away just make sure it is temporary other wise your hair will be very dry and damage after.
You definately want to put the color on after your perm. If you do it before the perm will strip out most of the color. You can safely apply the color the day the stylist tells you to wash your hair, usually 2 - 3 days after your perm. You may need less processing time than the label says since your hair will be pretty porous after your perm. At about what would be the half mark just dry off a little piece of hair to see how it's going. You can then just mush it back in with the color to resaturate. Good luck and have fun.
Depends on if you are going to get it done professionally or not. I dont recommend anything thats not professional though. If your getting it done in a salon, you can do it the same day. If not then I would wait 2 to 3 wks.
