There is a product called floor leveler. Usually its used before applying tile floors. I'd suggest covering the floor with leveler, then a layer of 1/4" luan plywood, then using whatever floor covering you like, be it tile, carpet, hardwood, or whatever.
I'd look at cork flooring. Its beautiful to look at, and offers some real insulating qualities to put between your feet and a cold concrete floor.
use an epoxy coating that is used for garage floors, it seals and gives a smooth finish, plus you can add the various colored flakes to it to give it character.

expoy sp? it's cheap and works well. Most factories use it. It's good stuff
