How to calm a dog down?
My dog is very hyper and doesn't like to listen to me when she is around other dogs. She is my 4-H dog and this year we have to do off leash and I am worried that she will run away from me and attack someone's dog because she also has aggression issues. How can I help eliminate this problem, She is a Lab/Border Collie mix and she is 6 yrs old.

By their nature, dogs are pack animals with a well-defined social order. Through basic training, you need to consistently make sure your puppy understands that you are the leader, not him. So in teaching him the basic rules, you take on the role of pack leader.
To fit into the family circle, your dog must be taught to recognize his name and such commands as come, heel, lie down and sit.
4H is not going to want an aggressive dog to participate, so you need to have your dog evaluated by a professional before you even think of using her in your 4H work. The trainer can assess your dog and then work with you to train her. At 6, she could be set in her ways and much more difficult to work with. It may be that you cannot participate, and that's sad, but better than having her attack during an event.
You yourself need schooling on training dogs. After that you will know what to do. Do not let her off leash until you get her under control. Some dogs fail that part.
Ask the trainer / 4-H leader to help you with this dog.
Do you have practice sessions (work sessions) at their kennel or at the fairgrounds?
The more you can work your dog around other ones the better for her. (and for you - as you'll build trust and confidence) Once you get your dog's focus you need to learn to keep it.
It all comes with training and time. (Lots of exercise really helps hyper dogs burn off excess energy so they can focus better). The whole purpose of the 4-H program is to teach you how to train your dog, learn about dog care and behavior and to bond better with your girl.
