I'm exactly the same as you! I'm 13, can fit into medium children's shirts, depending on brand, but my legs are size 7... I don't think I'm skinny, but I'm not fat. Neither are you! The weird thing is I'm a 7 in women's pants, but also a 16 in kids. Haha, who would've thought? Our legs are thicker, but it's perfectly fine, and we're in the same boat, sister:)
Maybe not typical. However you are most likely still growing and the body doesn't always grow evenly, some parts have to play catch-up. My sister litteraly couldn't stand up strait for a while cause bones grew so fast that muscles and whatnot had to catch-up. I wouldn't worry.
