Do grad schools prefer private degrees?
Would a grad school look more highly at a BS from a highly regarded private school, with say a 3.0 GPA - or a BS from a public school with a 4.0?

Definitely a 4.0 from anywhere trumps a 3.0 from anywhere else in the admissions process. But don't forget the GRE exam scores, which help level the playing field and norm the GPAs from different schools. Good GPA from anywhere, good GREs, strong letters of recommendation, and you will get into most graduate programs.
Many public schools are highly ranked as well. Sure, a high grade from Harvard is better than a high grade from Unknown State, but a 3.0 will never be better than a 4.0. You're still studying the same material. So no, that's not going to help much at all.
