Almost certainly it will sink depending on the model, most phones have a fair amount of dense materials within. If the overal density is greater than the density of water it wil sink. As for wetness, as long as you can get all of the water completely out it should work fine. If yours gets soaked chuck it in a tub of raw rice, completely submerging the phone in the rice. It's pretty good at absorbing water.

they can be saved by taking out the battery and putit in a bag of rice for days
