No. Haven't you learned by now that everyone is dispensable? There will always be someone who can do the job - and they might even do it better. It's a matter of training and intelligence.
Spies are usually just people who are in some kind of privileged position who are willing to pass information to a foreign government for whatever reason. They're disposable in the sense that the government they're spying for probably won't expend any resources to save him if he becomes compromised.
Also, spies = bad guys. If a person is spying on you for someone else, he's a spy.
A person spying on someone else and reporting back to you is an agent/source/contact/whatever. Not a spy.
