How do you drill into a rock face?
I am planning to install a dock on the Saint Lawrence River. All so far have been destroyed by the ice in the winter. There is little to no coves, so there is no protection for the dock. All there is is a large cliff with a couple of low points. So this time I want to install two steel anchors to the cliff. After that I will put in a floating dock that I can take out every winter.

You have to use special drill bits that are hard enough to drill the rock. you can find them almost anywhere that sells drill bits.
I don't honestly know if this is appropriate, but what about using a
pneumatic drill? That's if you have access to one that is. I bet it
would do the job a lot faster. Might be too powerful though and
break the cliff up too much.
You need hammer drill and carbide bit ,After drill deep enough ,tap the concrete anchor (strong and large diameter) in to the cliff rock .using grease or just screw the hook inside the cliff ,so hook will stay strong inside the cliff and you can attach and reattach the dock by metal wire at any time .
im a stone setter i use diamond hole saws (drill bits) for plumbing features etc i have a 2 1/2 inch a 2" and a 7/8 which are the standard plumbing diameters used...these three bits cost 500.00 combined they cut true accurate and fast
You'll need a hammer drill and either masonry bits (for softer rock, like limestone) or diamond bits (for harder rock, like granite).
