I can do a 2 second google search and find 100000's of similar scams, its just the nature of the internet.
Really, there is nothing you can do, especially if the person is in another country. If you had money stolen from you, you need to contact your authorities, although there is probably little they can do.
If its legitimately a website that's scamming people using false advertisment or whatnot, you might consider even your local law enforcement authorities. I'd imagine they would have an Internet Law department there, or in a nearby branch.
You can find the identity and some other information about the owner of the website by performing a whois lookup on them.

In the US, I think the FTC would be the only such place. You would probably need strong evidence of wrongdoing.
