problem adding a new email account?

I am trying to add a new email to my yahoo mail. I sign out of tool bar, a Yahoo mail page opens, I click sign up, on the next page I fill in all the boxes and click I accept. I then get the following message: We've detected that your browser is not accepting cookies from Yahoo!.

In order to register and use a Yahoo! account, your browser must be able to accept cookies.

Try these steps:

• If your browser asks you to accept cookies, choose "Accept" each time.

• Perhaps your browser is not set to allow cookies. Consult "Help" on your browser to find out how to change this setting.

• You may want to try installing the lastest version of your brow ser from Mozilla, Opera, Microsoft, or Netscape. I have done all the steps to have the browser accept cookies. I have the latest version (7.0) if Internet explorer. Any ideas?
