It depends how you have them linked. But not if you use PayPal debit card your only taking from your PayPal account. To put money int your PP account you have to transfer the money over which may charge a fee to your none PP account. You need a bank account for that part
On the other note you can link credit cards to it and those can be straight from your credit card and you don't have to have money in your pp account. Some prepaid cards can be used liked credit cards in this. If your "debit card" can also be used as a credit card when making purchases that is.

The debit card has to be connected to your bank account. Prepaid cards are not accepted.
