Are you running anti virus and anti spy ware programs continually or just on demand. That will slow your proccessor to a crawl . When you install programs do you set them to load at start up with short cuts or run them from program start menu? Have installed a lot of programs and then just delete them? Do you have a magnitude of programs and files in folders like brief case / my documents/pictures/music/or temp files youve never cleaned out.Is your power supply taxed to the limit and beyond due to a large amount of periphials? When was the last time you cleaned the inside of your computer case?(P3s/early p4s and rdram slow down when over heated) Is all of your ram registering(control panel/ system) When did you clean your registry last? .The video wont lag behind the key board if you do these simple things. Then you can decide if you want a faster system or if the one you have now is sufficient
Depends on if this is a desktop or Laptop. If this is a Laptop then the configuration is plenty fast for word processing and Internet browsing. If this is a Desktop then this would be considered out-of-date equipment to some. Either way this is enough processing power and memory to run any word processing and\or Internet surfing. Check to make sure that you have adequate disk space. If your Hard Drive does not have enough space to write temp files then this would slow down your computer to a crawl. It also could be virus related as stated by a previous person. Setting the page files for your memory might help also. A defrag never hurts if it hasn't had one.
What's the processor? (Dual core, core 2 dual? Quad core?)
Operating system? (XP, Linux (variants), Crapista, Mac OS X?)
If your computer is Windows you should run a virus scan and remove any you find. It probably isn't a hardware problem since you lag when you do something simple as typing...

No, its either because your hard drive is full of crap, you have virus or spyware, or because you have a bad internet connection.
Try these few things:
1. Defragment your hard drive:

If it laggs when you're typing, it is probably caused by a virus. If it laggs when it's loading the page, you need to upgrade to a faster internet.
BTW, your computer needs some upgrades, because a 1.7 ghz cpu is kinda out of dat, and RDRAM is completely obsoloet.
