Metro entry in the welled city can have reduced congestion but we may to work on a development plan for Chandni Chowk....

There are some mistakes in this paragraph please correct it i will be thankful for u forever..........

    I think you mean walled city not welled?

    Anyway, this is probably what I would say:

    Metro entry into the walled city might reduce congestion, however we may have to work on a development plan for Chandni Chowk.
