The car was primered over top of paint. I have tried laquer thinner and its not working. Any other Ideas?
wet sand with 150 grit to get to old paint. then use 400 grit to retouch surface b4 painting. most primers will stick to old paint if it was preped right. just scuff and paint.
Its time to break out the sandpaper and sanding block. You won't be able to remove it chemically.
Problem is, you will also sand the paint underneath. Ultimately the area primered will have to be repainted.
Sand it off. Chances are you will not be able to salvage the paint under it though.
