If you're using Windows XP, I would put any files you want to move to your new computer into your "My Documents" folder.
When you get a new computer, you can use the Transfer Files and Settings wizard to migrate information from your old computer, to your new computer.
There is a link showing how this is done here:

Just remember to put the files you want transferred into your "My Documents" folder on your old computer, if they're not already there. If you do that, you should be all set.
Windows actually comes with a migration software called "Files and Settings Transfer Wizard". It is under Start>All Programs>Accessories>System Tools>Files and Settings Transfer Wizard.
NOTE: You must have some method of connecting the two computers, such as a direct cable or a LAN connection.
You could consider taking out your old hard drive and putting it into a case w/ USB connector. You can then connect it to your new PC and do everything you want w/ the data.
