Why is Canada Post charging me extra?
I bought an iPod Touch 4th gen from ebay for $230 CAD but when the delivery guy came to my house for a first attempt, I got a Canada Post pamphlet with an (x) beside 'No Answer' and a $27.69 charge.
Their was nothing else that had a (x), not even a 'Pick up your purchase after xx:xx o'clock'
Why do I have to pay extra and who should pay this, me or the ebay seller?

You are being charged provincial sales tax. Same as if you bought the item in Canada.
You didn't expect your province to allow you to bypass PST though the importation process, did you?
Duty tax, when you pick up your item, you pay canada post. Ebay nor the seller benefit from this.
That is the customs import tax, that's why I only shop from Canadian sellers on Ebay now.

you buy it on EBAY? deliver to CANADA and you pay extra? that's for the tax
