can a school district do this?

I just recently moved from New York to Pennsylvania. I had some trouble in 10th grade in New York, but i passed by their standards. Can pennsylvania put me back into 10th grade, even though i passed by New York Standards?

    Yes. You're in Pennsylvania now. A friend of mine moved to New York (where I live) from Las Vegas, and she had to take a ton of freshman and sophomore classes because her LV school insufficiently prepared her to complete high school in NY.
