FBI Moneypak Virus/No system restore points.?

Okay so I was downloading some music and accidentally clicked on one of those ads on the side and it brought me to this awful FBI Moneypak virus or whatever, wants my money and whatnot. I know it is just a virus or whatever so I am not scared of the FBI coming to get me if I don't pay. Im not the most tech savvy person and just at the average level I suppose.The virus immediately locked my dell: ispiron laptop and I can not do anything at all. I took the battery out and it shut down the computer. I went into safe mode and logged into my account...but it was a black screen with none of the icons there and quickly shut off. I tried it again and went into the Admins account and could do anything. I went to the system restore and was just going to set the computer back a few weeks and let it be normal. Here comes the other problem..It said I had no restore points and when I tried to click on the calender for a date it wouldn't let me. I could not do a system restore so I am kinda of stuck at this point.I would rather not take my laptop to any store or whatever, with help I can figure it out. I also downloaded malwarebytes to see if that could fix things, but it came up with 7 problems and I cleared them out as the instructions said but nothing changed and the virus is still there. SO is there anyone who can help? I need to know how to get restore points or is there a way I can restore my computer to a previous date without going into the infected account or admin?
