You a fishless cycle the same way you would do one with fish, except insterad of adding fish, depending on tank size, you add a small amount (perhaps a teaspoon) of plain store bought ammonia. you test every other day just as if you have added and fed fish. it takes about the same length of time as a cycle with fish. you can speed it up by adding some Bio Spira or Safe Start after you see the ammonia reading starting to go down. Also, adding gravel from an established tank will speed it up quite a bit, possibly 2 weeks.

You can use a frozen shrimp to provide ammonia but wrap it in fabric so it doesn't mess up the tank.
