When you complete all of Leonardo's war machines challenges, then Leonardo gives you the parachute, after that you have to go to the tailor to buy them, as it is only one time use, and you can carry 5 at a time
Once you defeat all 4 of Leonardo's War Machines, he will reward you with a bag containing 5 parachutes. To refill and buy bigger bags (allowing you to carry up to 15 at max), just go to any tailor.
