The axis of a light in a lighthouse is tilted. When the light points east, it is inclined upward at 7°. When it points north, it is inclined upward at 8°. What is its maximum angle of inclination?

I believe it could either be 8 or 9
suppose that the min inclination is due east, at 7 degrees
then the mam inclination would be due west, at 9 degrees
if the "center of oscillation", or "middle" inclination is due east, then the max would be 8 degrees at due north
think of a sin curve, where the critical points are separated by 90 degrees
a max and center of oscillation are separated by 90 degrees, as are a min and the center
is there more information given to help eliminate one of these choices?
