They're all from the genus Equus, so either way they're close to both. They can be interbred to produce zonkeys and zorses (these species have other names depending on if the mother or father is the zebra). Unlike donkeys and horses though, they cannot really be domesticated and trained very well because of their unpredictable nature and tendency to panic.

they are much smarter than donkeys
