do steel wheels give a car a smoother ride?
steel wheels are heavier than alloy wheels. since they're heavier, i'm guessing they bounce or bump less over non smooth roads. this would lead to a more stable and more comfortable ride.
am i correct?
also, all things being equal (tire brand, model, car make and model), would a smaller radius tire be more comfortable or less noisy than a bigger radius tire from the same tire manufacturer and same tire model?

While what you refer to is indeed unsprung weight you will not notice a difference. Better tires and balance make ALL the difference.
