HONDA GUYS! help. 1994 honda accord ex ABS problem.?

alright my ABS doesnt work in my 94 honda accord ex.

when im going down the road-- low speeds <45 the light never comes on. but if i hit the brakes and they lock up and skid. [ even in grass or stones ] the light still doesnt come on.

the only time it comes on is SOMETIMES when im going around 60mph or up.

now i ask, is this enough informatio to diagnose? i have no idea what to check.. other than fluid levels and all... and with winter coming up i'd really like to have ABS.
