To me a serious crime is one where the victim was substantially damaged in some way. Primarily rape, murder and assault, but some property crimes fit that description as well.
Arson, for example, the victim loses property. Theft on a large scale like the ponzi scheme Madoff engineered, people lost their life savings to him - damaged ... you bet!
