Seriously??? How could anyone be THAT clueless about how this works??? Go to any New York state DMV office, surrender your existing valid license from any other state (including New Mexico), and they'll issue a new one.
You do realize that you were connected to the Internet when you asked your insipid, inane question -- and it would have taken less tine to look up the answer yourself at the NY DMV's website????

By moving to NY and applying at the NY DMV
Once your in NY, bring positive proof of ID to any NY-DMV then get a new license there.
