How do I fix a Webcam Central problem?

So I have an integrated webcam (on a M5010) that at first had an error 19, but I went into the registry and fixed it (though I have no lowerfilters so I was only able to remove the upperfilters? I do have a "Lowerlogoversion", but I saw nothing for that?), but now I have the "Close the other video streaming application to start video" error. I uninstalled and reinstalled (both the drivers and the software. The Webcam Center says no webcam driver is detected, though windows says the driver is up to date.), removed skype (and I got the same error on that about it being used by another process), have absolutely nothing in the windows task manager that could be using it, removed evercookies and cleaned the system, uninstalled other programs that could possibly use webcams, I cannot find anything available on the dell site or on the disks that I have, I have no face recognition thing running, done a clean restart (where pretty much everything was turned off besides basic stuff to run) and I've even had the hardware replaced (along with the motherboard since that was dying. Yay stuff dying BEFORE warranty). I have absolutely no clue what to do (There's several folders/links in the registry to the 6BDD1FC6-810F-11D0-BEC7-08002BE2092F folder, as "Symbolic Link")

Anyway to fix this without a complete reinstall of the OS? I have several games and programs I would rather not have to reinstall (like the Sims3. Some of the versions I have are from a friend who lives in another city and I dont see often, and cant play the games I have without them, and warcraft itself is just a pain in the ***, then I have to find Maya 2011 again because that's needed for class.)

Been playing with this thing for the past 5 hours and getting sick of it (Really should I just say screw it and buy a new webcam instead, or would this problem still be present with the new one?)
