perhaps the village offers free rent for shinobis who serve and protect there land and in the episode when jiraiya took naruto to find tsunade narutos wallet had a huge amount of cash in it he said hes been saving up what he earned on missions that being said we know he has an income source i'm sure he gets either free rent or very cheap rent
as for sasuke
he is heir to the uchiha clan one of the most powerful clans in all the land i'm sure they have a good amount of money plus as heir he proably inherited alot also before the uchihas died they owned that house where sasuke lives to this day its possible that he owns it and dosent need to pay rent
The village probably has a welfare system for orphaned children. With all the shinobi who get killed in action, there's probably a lot of money needed to support the families of the deceased. It's probably the same way with Sasuke.
