Neutrality basically means you don't want to get involved. As a foreign policy that means if Hitler is attacking the rest of Europe, since it is not directly pertaining to us here in the US, we will not aid either side.
It means we look like a wimp, but it also means we save billions.
And that is it in a nutshell.
Edit: Canoe321, I would like to point out that America is not foreign to neutrality. George Washington established the neutral policy in his farewell speech when he left office. It was dutifully followed until the world war, up to that point America fought only defensive wars, like the war of 1812. Since the world wars we have abandoned that policy, but it did exist at one point. I do agree that Switzerland's policy is the best in place today in the world.
Neutrality as a foreign policy is totally foreign to us as Americans, while the Swiss are the perfect example for it. They will defend themselves and their country from any outside interference, one by one, hence every single citizen being fully armed at all times and yet never interfering in another country's business. And notice their crime rate, involving the use of a firearm, is the lowest in the world.
Basically you take no positions on anything, and you pretend like bad things don't happen. For example, if Canada invaded Mexico by sailing navy ships from Vancouver to La Paz and invading, a neutral United States wouldn't take sides at all even if Canada is clearly wrong to invade.

You will be part of no military alliance and not take sides in any conflicts.

Many countries have tried to remain neutral through the years, the United States is one of them.
But there comes a time, when and if you are attacked that you have to defend yourself or give up!
France gave up in WW2 and The United States chose to fight!
Most of the time it does not work, unless you are a very small country. If you are a major country like America, you will be attacked.
Basically you take no positions on anything, and you pretend like bad things don't happen. For example, if Canada invaded Mexico by sailing navy ships from Vancouver to La Paz and invading, a neutral United States wouldn't take sides at all even if Canada is clearly wrong to invade.
