It doesn't seem like a fraud, but it's tough to tell.
Just be careful. DO NOT give any private, personal information, especially SSN or financial info when you sign up. Don't pay for contacts; if it's a legit site, it will be the advertiser who is paying.
If you decide to sign up, just call and meet in a public place if possible, treat it as a # you got in any other classified source. Perhaps the ads are old, but as long as you're careful, the worst you'll waste is your time.
Modified Car Websites
It seems safe, but according to reviews on the internet some ads can be ridiculously out of date. Also don't buy a car without actually looking at it and driving it first. You never know what its like until you do.
